The province's defining land-use and environmental governance event was the August 11, 2006 sinking of the tanker M/T Solar 1, which released an estimated 2,000 metric tons of bunker fuel and is widely regarded as the worst oil spill in Philippine history. The spill directly led Guimaras to adopt Integrated Coastal Management in 2008, making it the third LGU in the Philippines designated an ICM parallel site under the PEMSEA partnership. In May 2023, Guimaras mangoes became the Philippines' first-ever product to receive a Geographical Indication registration.

A province whose worst-ever environmental disaster directly produced a still-active, internationally-recognized coastal management framework is a clear, concrete example of the kind of disaster-to-governance continuity a live cross-LGU dashboard is built to help a PPDO sustain.
With an ICM framework born from the province's worst environmental disaster, Guimaras' PPDO has a coastal-governance legacy worth actively maintaining. A Nova Gov pilot brings that alongside CLUP and SGLG status into one view across all 5 municipalities.
