The plan through which a Philippine city or municipality sets the intended future use of all land in its territory, adopted by the sanggunian and enforced through a companion zoning ordinance. Runs a 12-year planning period with a mandatory 6th-year midterm review. Reviewed and ratified by the Sangguniang Panlalawigan for component cities and municipalities, or by DHSUD for provinces, highly urbanized cities, independent component cities, and Metro Manila LGUs, under RA 7160, Executive Order No. 72 (s. 1993), and RA 11201.

The statute that empowers Philippine cities and municipalities to adopt Comprehensive Land Use Plans (CLUPs) and enact zoning ordinances. Section 20 makes the CLUP the primary and dominant basis for the future use of land resources; Sections 447 and 458 empower the municipal and city sanggunian to adopt the CLUP and an integrated zoning ordinance, and Section 468 has the provincial sanggunian review them and adopt a provincial land use plan. Executive Order No. 72 (s. 1993) and DHSUD guidelines govern preparation and review — a 12-year planning period with a mandatory 6th-year midterm review.

Philippine law signed September 5, 2025 and led by the DICT, institutionalizing the government's transition to e-governance. Section 9 requires every LGU to operate its own digital citizen-service portal or adopt DICT's eLGU system within one year of effectivity. It has no land-use or CLUP content.
