The LDRRMP is formulated by the LDRRMO and approved by the LDRRMC -- not the sanggunian -- under RA 10121. It's funded by the 5% Local DRRM Fund (Sec. 21), of which 30% is a Quick Response Fund per the statute itself. The other 70%, which almost every source quotes alongside it, actually comes from a separate 2013 joint circular, not from RA 10121.
Most "LDRRMP" searches want one of three things: what the acronym means, a template or guidebook to work from, or the legal basis for the fund split every LGU budgets against. The legal basis is where most secondary sources get something wrong -- usually a subsection, not the substance -- so this page reads the actual statute text first.
| Legal basis | RA 10121 (DRRM Act of 2010) Secs. 5, 11, 12, 21 |
|---|---|
| Formulated by | LDRRMO (Sec. 12(c)(6)) |
| Approved by | LDRRMC, not the sanggunian (Sec. 11(b)(1)) |
| Funding | 5% of estimated revenue, the Local DRRM Fund (Sec. 21) |
| Fund split | 30% Quick Response Fund (in the statute) · 70% other DRRM activities (in JMC 2013-1, not RA 10121) |
| Barangay level | A BDRRMC is created (Sec. 12(d)); "BDRRMP" is common usage, not a term the Act itself uses |
RA 10121 Sec. 11 renamed the old provincial, city, and municipal Disaster Coordinating Councils into Local Disaster Risk Reduction and Management Councils (LDRRMCs). The LDRRMC is the council: its Sec. 11(b)(1) function is to "approve, monitor and evaluate the implementation of the LDRRMPs and regularly review and test the plan." The LDRRMO is the operating office, created under Sec. 12, and its Sec. 12(c)(6) function is to "formulate and implement a comprehensive and integrated LDRRMP." Secondary write-ups frequently blur these into one body -- they're legally distinct, with distinct functions in two different sections of the Act.
It's commonly assumed the sanggunian approves the LDRRMP, the way it adopts a CLUP. The statute doesn't say that. Approval sits with the LDRRMC under Sec. 11(b)(1). The sanggunian's explicit roles under RA 10121 are narrower: it enacts the ordinance creating the LDRRMO (IRR Rule 6, Sec. 6), it approves fund transfers out of the Local DRRM Fund (Sec. 21), and it receives the LDRRMO's annual work and financial plan under Sec. 12(c)(7) -- a yearly budget instrument, not the multi-year LDRRMP itself. Many LGUs also pass a sanggunian resolution adopting the LDRRMP as a matter of local practice and DILG guidance, but that's a practice layered on top of the Act, not a requirement written into it.
RA 10121 Sec. 21 sets aside not less than 5% of an LGU's estimated revenue from regular sources as the Local DRRM Fund (LDRRMF). The section is a single paragraph -- it is not subdivided into lettered subsections, so a citation like "Sec. 21(a)" is itself a small sign of a citation copied without checking it.
Within that fund, the Act itself states one figure: 30% is set aside as the Quick Response Fund (QRF), a standby fund for relief and recovery. The other 70%, almost always quoted in the same breath, is not in RA 10121 or its Implementing Rules and Regulations -- the full text of both was checked directly for "seventy percent" and "70%," with zero matches in either. The 70% allocation (for prevention and mitigation, preparedness, response, rehabilitation, and recovery) comes from NDRRMC-DBM-DILG Joint Memorandum Circular No. 2013-1 (March 25, 2013). The split is real and still the operative guidance -- citing the whole 70/30 figure to "RA 10121 Sec. 21" is just citing the wrong instrument for half of it.
RA 10121 Sec. 5 assigns a lead agency to each of DRRM's four thematic areas: Disaster Prevention and Mitigation (DOST), Disaster Preparedness (DILG), Disaster Response (DSWD), and Disaster Rehabilitation and Recovery (NEDA). The National DRRM Framework, signed in 2011, structures the full LDRRMP cycle around these same four areas.
The CLUP is a land-use plan under a completely separate legal track (RA 7160, EO 72, DHSUD). The CDRA is an assessment, not a plan -- it's the shared technical input that both the CLUP and the LDRRMP draw on. At the barangay level, RA 10121 Sec. 12(d) creates a BDRRMC (a committee operating under the Barangay Development Council) but never names a corresponding "BDRRMP" anywhere in the Act, its IRR, or JMC 2013-1 -- the term is standard planning-practice usage for a barangay-level plan, not a phrase the statute itself uses.
