Nova Gov is software, not a planning practice. For CLUP work there are three things on this page: free tools that are live today, custom builds around your own workflow and data as paid work (scoped and quoted after a free 30-minute call), and a plain list of what is not built yet, so you do not plan around it. We do not prepare or sign plans.
This page is for the planning office that carries a CLUP update (the CPDO, MPDO or PPDO, including the salaried EnPs in it) and for private planning consultancies that prepare CLUPs for LGUs. The useful question is the same for both: where does the tracking of a CLUP update actually live today (spreadsheets, shared folders, group chats), and what would a small tool built around that look like? The page sorts what we offer into three groups so you can see the line between what exists and what would be built for you.
| Who it is for | CPDO, MPDO and PPDO offices, and private planning consultancies |
|---|---|
| Live today (free) | CLUP requirements checklist, 8-question readiness self-check, directory of posted CLUPs and adoption records for Laguna, Cavite and Rizal |
| Paid custom work | A milestone tracker on your own CLUP workplan, reports in the format you specify, a dashboard on your own data |
| Not built | Automatic reading of an uploaded CLUP, official-template report generation, integrations, live hazard feeds, deadline or alert automation |
| How to start | A free 30-minute workflow call, then a written scope and a fixed quote |
| What we do not do | Prepare, sign or approve a CLUP |
These are public and free to use. None of them needs a contract.
The CLUP checker lists the 20 sections and 5 supporting studies on Nova Gov's own checklist, drawn from the HLURB CLUP Guidebook and common review practice. The count is our checklist structure, not a number DHSUD publishes (see CLUP requirements). The requirements list is open to everyone. The validation and AI text-analysis steps on that page run only inside a pilot login, so they are not open to the public.
The readiness self-check asks 8 core questions on whether your CLUP is current and review-ready, with the legal basis shown for each question, plus two optional context questions that are not scored. The result appears immediately and you do not need to sign up to see it. It is a self-assessment, not an official DHSUD or DILG determination.
The Laguna, Cavite and Rizal province pages each carry an entry per city and municipality: a link to the plan where the LGU has posted it, the resolution or ordinance that adopted it where that is what we could find, and a plain "no published copy found" with a way to request it where we found nothing. Where we could not check an LGU's site, the entry says so.
Also free to read: the CLUP explainer, CLUP validity period, the CLUP guidebook explainer and the CDP guide. If your CLUP, zoning or tax maps are still on paper, see our human-led document digitization service.
Each of these is a custom build, scoped and quoted after a free 30-minute workflow call. They are not switches you can turn on today. Each one starts from your own files and how your office or firm already works.
You bring the workplan you already have: the milestones, who owns each one, and the target dates. We build a tracker that shows the status of each milestone as your staff update it. It shows what is entered. It does not read your CLUP by itself and does not send reminders on its own.
You give us the layout your sanggunian, the Provincial Board Land Use Committee (PLUC) or your management expects: the sections, columns and headings. We build the report from your tracker data in that layout. It follows your specification. It is not an official DILG or DHSUD template.
One view of data your office or firm already keeps, shaped around the questions you specify, for example which sectoral data requests are still outstanding, or what stage each part of a draft is at.
Follow a CLUP update across the offices that owe you data, and produce the status report in the layout your sanggunian or PLUC expects.
Follow data requests, deliverables and review comments across several engagements, and reuse the same templates from one engagement to the next.
Other things we can scope on the call: a data-request tracker (which office owes which sectoral data, and by when), templates for sectoral-study write-ups, and a simple review portal for routing a draft through comments. For the planner-side overview, see software for urban planners and the comparison of urban planning software in the Philippines.
Please do not plan around any of the following. If one of them decides whether this is useful to you, say so on the call.
Book the free 30-minute workflow call. LGUs can also apply for the pilot, which is free for the first year; its terms are on the pilot page.
We do not prepare or sign plans. RA 10587 (Environmental Planning Act of 2013) lists plan preparation for comprehensive land-use plans within the scope of environmental planning practice (Sec. 5), and makes it unlawful to offer or render those services without being a registered and licensed environmental planner (Sec. 31).
Preparing and signing the CLUP stays with the licensed planners in your office or firm. Our work is the software around it.
What follows is background so the tools above make sense. It is not legal advice, and review procedures can be revised by later issuances, so confirm the current route with your DHSUD regional office.
| RA 7160 (Local Government Code of 1991) | The sanggunian adopts the CLUP: Sec. 447(a)(2)(vii) for a municipality and Sec. 458(a)(2)(vii) for a city. Under Sec. 468(a)(2)(vii), the sangguniang panlalawigan reviews the CLUPs and zoning ordinances of component cities and municipalities and adopts the provincial land use plan. Sec. 20 governs reclassification of lands. |
|---|---|
| EO 72 (March 25, 1993) | Sets the review route in three tracks. Component cities and municipalities: reviewed and approved by the sangguniang panlalawigan, assisted by the Provincial Board Land Use Committee (PLUC). Provinces, highly urbanized cities and independent component cities: reviewed by the Regional Land Use Committee, then reviewed and ratified by the Housing and Land Use Regulatory Board (HLRB in the order's text, HLURB in RA 11201). Metro Manila cities and municipalities: reviewed by that board. |
| RA 11201 (DHSUD Act) | Moved the land use planning and monitoring function of the HLURB to DHSUD (Sec. 25) and reconstituted the HLURB as the Human Settlements Adjudication Commission (Sec. 12). DHSUD prescribes land use planning and zoning standards for CLUP formulation (Sec. 5). |
| Planning period | DHSUD Circular No. 2025-018: a standardized 12-year CLUP planning period with a mandatory midterm review in year 6. See CLUP validity period. |
No. Nova Gov is software. Under RA 10587 (Environmental Planning Act of 2013), plan preparation for comprehensive land-use plans falls within environmental planning practice, and offering or rendering that service without being a registered and licensed environmental planner is unlawful. Preparing and signing the plan stays with the licensed planners in your office or firm. Your sanggunian adopts the CLUP, and it goes through the review route set by EO 72. What we build is the software around that work.
Three things are live and open to anyone: the CLUP requirements checklist (20 sections and 5 supporting studies on Nova Gov's own checklist), the 8-question CLUP readiness self-check, and the directory of posted CLUPs and adoption records for LGUs in Laguna, Cavite and Rizal. The validation and AI text-analysis steps on the checklist page run only inside a pilot login, so they are not open to the public.
A custom build is scoped around your own workflow and data. Examples are a milestone tracker on your own CLUP workplan, reports in the format you specify, or a dashboard on your own data. We do not publish a price list. You book a free 30-minute workflow call, we write down the scope, and then you get a fixed quote for that scope. Software is priced as software, never as a share of a planner's fee.
No. Automatic reading of an uploaded CLUP is not built, and neither is any deadline or alert automation. A milestone tracker built for you shows the milestones and dates your staff enter from your own workplan. It does not extract them from a document and does not send reminders on its own.
Not today. Connections to other systems, such as LGU portals or other vendors' platforms, are not built, and live hazard-data feeds from agencies such as MGB, PHIVOLCS or PAGASA are not built either. The hazard map on this site is a demo on sample data for a few LGUs. If one of these matters to your decision, say so on the call and the written scope will tell you plainly whether it is in or out.
DHSUD Circular No. 2025-018 sets a standardized 12-year CLUP planning period with a mandatory midterm review in year 6. RA 11201, enacted in 2019, provides that existing CLUPs duly approved and being implemented by LGUs remain in full force and effect for the duration of the period stated in them. Whether and how the circular applies to a plan you already have is a question for your DHSUD regional office or your provincial planning office, so confirm it there before you plan around either period.
Tell us how your office or firm tracks CLUP work today. You leave with a clear answer on what is live, what we would build, and what is not built. If a custom build fits, you get a written scope and a fixed quote.
