Now accepting founding LGU partners

From paper records to the digital base layer of a real twin.

Land titles, permits, civil registry, ordinances, and the paper CLUP, zoning, and tax maps sitting in your assessor's office. We scope the work, scan and encode your records — by hand wherever handwriting needs a person, not software — digitize your paper maps, and load all of it into your Nova dashboard. That structured data is the foundation a digital twin runs on. Scenario modelling on top of it is part of our build-together roadmap, not something we're selling today.

What "digital twin" means here

This is a records-and-maps digitization service, not an AI OCR product and not a live simulation platform. What you get is the structured, searchable data and digitized maps a digital twin is eventually built on. Scenario modelling is roadmap, not a feature we deliver today.

The problem

Every LGU office is sitting on a paper crisis.

Citizens wait weeks for permits because someone has to physically dig through a basement. Land disputes drag on for years because original titles can't be found. One typhoon, one fire, and decades of records vanish.

Records are physically scattered

Titles in one office, permits in another, civil registry in a third. No cross-search. Nobody knows where the 2009 box went.

One disaster wipes them out

Floods, fires, termites, mold. Paper has zero redundancy. When it's gone, citizens lose proof of land they've lived on for generations.

Service requests stall

A clearance that should take 30 minutes takes 2 weeks because the source document is in a labeled-wrong folder in a basement somewhere.

How it works

Four steps. Timeline confirmed after we see your archive.

You hand us paper and maps. We hand you indexed records and digitized map layers, loaded into your Nova dashboard. Nothing for your staff to learn. Nothing to install.

Free survey

We assess volume, condition, handwriting vs. typed, which offices and which maps — then give you a fixed quote and timeline.

Scan + encode

Typed pages go through text extraction; handwritten and older pages are encoded by a person, not automated OCR — nobody's OCR reliably reads old handwritten Tagalog.

Organize + digitize maps

Records classified and indexed (title, permit, ordinance, registry…) by year, barangay, owner. Paper CLUP, zoning, and tax maps digitized into map layers.

Live in Nova

Your records and digitized maps appear in your Nova dashboard, feeding CLUP tracking and citizen services. Your staff searches by name, year, lot number.

What you get

The structured foundation your Nova dashboard — and a future twin — run on.

Full-text search across digitized records

Search "Reyes" and find every record where the name appears — title, tax record, civil registry, permit. One query.

Indexed by lot, barangay, year, owner

Filter by any combination. Find every active title in Barangay 5 issued before 1995 — tagged as part of the encoding, not auto-extracted.

Paper maps digitized into map layers

CLUP, zoning, and tax maps converted from paper into digital map layers your Nova dashboard can use for compliance tracking.

Wired into your Nova dashboard

Citizen submits a clearance request, your office pulls the supporting document from the digitized archive — minutes, not a basement search.

Departments we know best

Built for every records-heavy office in your LGU.

Each department has its own quirks — handwriting style, retention rules, compliance requirements, format conventions. Our pipeline knows them.

Civil Registry

Births, deaths, marriages, foundlings, late registrations. PSA-format compatible, indexed for one-click reissuance.

Assessor's Office

Tax declarations, land titles, real property records. Lot number + barangay + owner indexed for instant lookup.

Engineering & Building

Building permits, blueprints, occupancy certificates, structural reviews. Geo-tagged where applicable, version-tracked.

BPLO

Mayor's permits, sanitary, fire-safety, locational clearances. Linked across renewal cycles per business.

Legal Office

Contracts, MOAs, ordinances, litigation files. Sangguniang annotations linked, version-tracked across amendments.

Treasurer's Office

RPT records, BIR returns, COA audit working papers. Structured year-by-year.

MSWDO & Welfare

4Ps records, beneficiary files, PWD & senior intake. Access handled under the Data Privacy Act.

HR & Personnel

201 files, civil service records, plantilla, leave records. Encoded per CSC retention rules, DPA-aligned.

Built for how PH records are actually written

Handwritten and old-script pages need a person, not just software.

General-purpose OCR breaks on hand-written Tagalog from the 1970s, and nobody's off-the-shelf OCR reads it reliably. We don't claim otherwise — those pages are encoded by hand instead. During your survey we confirm which languages and dialects your archive needs.

✓ Tagalog (Filipino) ✓ English ✓ Cebuano (Bisaya) ✓ Mixed handwritten / typed ✓ Other dialects scoped case by case
Compliance + security

Built around how this data actually has to be handled.

RA 10173

Data Privacy Act

Any records that move to a digitization partner are covered by an outsourcing agreement under RA 10173's IRR (Rule X, Sec. 44) — not a data-sharing agreement, which the NPC's own rules exclude for this exact arrangement.

RA 9470

National Archives Act

We never shred originals on our own say-so. RA 9470 Sec. 18 requires the National Archives' prior written authority before any government record is disposed of — we handle that request with you, not around it.

Chain of custody

Originals tracked

Every box barcoded, signed, sealed at pickup. Returned on your instruction, or destroyed once NAP disposal authority clears, with destruction certificates either way.

Pricing

Volume-based. Founding LGUs get the lowest rate we'll ever offer.

We don't publish per-page pricing because every archive is different — handwritten vs typed, bound vs loose, fragile vs sturdy. You'll get a fixed quote within 24 hours of survey.
