Antique is one of the small number of Philippine provinces with zero chartered cities — all 643,173 residents live across its 18 municipalities, with San Jose de Buenavista as capital since 1802. The province is closely tied to the Binirayan Festival, held every December since being founded in 1974 by then-Governor Evelio Javier: it commemorates the legendary 'Barter of Panay,' in which ten Bornean datus are said to have purchased lowland Panay from an Ati chieftain named Marikudo. Modern Philippine historiography treats this story — sourced to the 1907 book Maragtas by Pedro Alcántara Monteclaro — as legend rather than verified history.
Key industries: Agriculture (rice/palay, corn, coconut, sugarcane), Coal mining (Semirara Island, Caluya), Fishing, Tourism (Malumpati Cold Spring, Sibalom Natural Park)
Governor Evelio Javier, the Binirayan Festival's founder, was assassinated at the provincial Capitol plaza in San Jose de Buenavista on February 11, 1986 while serving as Corazon Aquino's campaign director against Ferdinand Marcos — his killing is widely cited as one of the events that helped fuel the EDSA People Power Revolution eleven days later. On the industrial side, Semirara Island hosts the Philippines' largest coal producer, historically supplying roughly 92% of national coal output.

A province with zero chartered cities, the country's largest coal-mining operation on one of its own islands, and a provincial SGLG record that includes both a pass and a subsequent miss is a clear example of the kind of year-to-year governance tracking a live cross-LGU dashboard is built to keep straight.
With a provincial SGLG record that swings between passing and missing year to year, and a major coal-mining operation to account for, Antique's PPDO has real year-over-year tracking needs. A Nova Gov pilot covers all 18 municipalities in one view.
