Zamboanga del Norte had 1,067,067 residents in the 2024 census (PSA 2024 Census of Population (POPCEN 2024), reference date July 1, 2024). That is the most recent official count. There is no 2026 census result, so any 2026 population figure is an estimate.

Zamboanga del Norte has 2 component cities and 25 municipalities (27 LGUs under the province), per PSA's Philippine Standard Geographic Code (2Q 2026), and 691 barangays.
Zamboanga del Norte's 2 component cities are Dapitan City and Dipolog City. Its 25 municipalities are Bacungan, Baliguian, Godod, Gutalac, Jose Dalman, Kalawit, Katipunan, La Libertad, Labason, Liloy, Manukan, Mutia, Piñan, Polanco, President Manuel A. Roxas, Rizal, Salug, Sergio osmeña Sr., Siayan, Sibuco, Sibutad, Sindangan, Siocon, Sirawai and Tampilisan.
Zamboanga del Norte's two component cities split an unusual history: Dapitan, founded in the 1600s and chartered in 1963, is the older settlement and Jose Rizal's 1892–1896 place of exile, while Dipolog — annexed to Dapitan in 1904 — became the provincial capital when Republic Act No. 711 split the old undivided Zamboanga Province in 1952. Zamboanga City, the region's independent Highly Urbanized City, is not part of either Zamboanga del Norte or Zamboanga del Sur despite the shared name — a common point of confusion.
Key industries: Agriculture (coconut/copra, corn, rice), Commercial fishing (yellowfin tuna), Sardine fishing and canning (Dipolog), Seaweed farming
CLUP updating is a live, LGU-by-LGU process rather than a single provincial rollout — provincial planning documents cited by DHSUD identify Baliguian and Tampilisan as still without an approved CLUP, with most of the province's other plans dating to the 1990s and now undergoing modernization.

Zamboanga del Norte's 27-LGU spread across roughly 7,300 km² — more than twice Metro Manila's land area — combined with plans still dating to the 1990s in several municipalities, is exactly the coordination gap a live, cross-LGU planning dashboard is built to close, especially where the PPDO can't rely on a single centrally-held PDPFP to work from.
Several Zamboanga del Norte municipalities are still working from CLUPs drafted in the 1990s, while others have none on file at all. A Nova Gov pilot gives the PPDO one place to track update status across all 27 LGUs instead of chasing each municipality individually.
