No. Taytay is a municipality in Rizal, Region IV-A (CALABARZON), outside Metro Manila (the National Capital Region).

Taytay covers 38.8 km², per the PSA Philippine Statistical Yearbook figure used on this page.
Taytay has 5 barangays.
Taytay carries one of the most unusual planning profiles in Rizal province: 386,451 residents (2020 Census) packed into just 5 barangays — among the highest population-per-barangay ratios of any municipality in the Philippines. Known nationally as the “Garments and Woodworks Capital of the Philippines,” Taytay's economy runs on a dense cluster of small garment factories, wholesale tiangge markets, and furniture workshops that formalized out of a decades-old cottage industry. That density is the planning challenge: five barangay-level governments each covering tens of thousands of residents have to manage zoning, informal-settler relocation, and small-workshop safety compliance at a scale that would normally be split across a dozen or more barangays elsewhere in the region. Taytay sits inside Metro Manila's eastern urban corridor, immediately bordering Pasig and Cainta, which means its land-use pressure is closer to an NCR district than a typical Rizal town — commercial and residential infill has already consumed most available land, and the CLUP question is less about greenfield growth than about managing density, mixed-use conflicts between garment workshops and residential blocks, and traffic on a road network laid out for a much smaller population.
