Urban planning context

Angono is officially recognized as the “Art Capital of the Philippines” — home town of National Artists Carlos “Botong” Francisco (visual arts) and Lucio San Pedro (music), and host every November to the Higantes Festival, where giant papier-mâché figures parade through the lakeshore streets. On the northern edge of town, the Angono-Binangonan Petroglyphs — the oldest known work of art in the Philippines and a National Cultural Treasure — sit inside a protected rock-shelter that straddles the Angono/Binangonan boundary. That heritage identity is also Angono's central planning tension: a lakeshore town of 130,494 people (2020) squeezed into 26.22 km², absorbing the same Metro Manila-adjacent residential growth pressure as its neighbors, while trying to keep its arts-district character (galleries, ateliers, heritage houses along the old poblacion streets) from being crowded out by ordinary subdivision infill. Laguna de Bay lakeshore flooding and the petroglyphs site's buffer-zone protection are the two recurring items any CLUP update for Angono has to reconcile against normal residential and commercial zoning demand.
