According to PSA census data and the Bangsamoro Ministry of Human Settlements and Development, Lanao del Sur's land-use planning carries two distinct layers found in few other PH provinces. First, Lake Lanao — the country's second-largest lake and the source of the Agus River hydropower complex that supplies a large share of Mindanao's electricity — means watershed and shoreline land use around its lakeside municipalities is a matter of national energy infrastructure, not just local zoning.
Key industries: Agriculture (rice, corn, coconut), Hydropower (Lake Lanao / Agus River complex), Traditional Maranao weaving and brass/silver metalwork, Fishing (Lake Lanao)
Second, the provincial capital, Marawi City, is still rebuilding from the 2017 Marawi siege: the most-affected ‘Ground Zero’ area has been under a multi-year, multi-agency reconstruction process — originally led by Task Force Bangon Marawi (2017–2023, since abolished) and now coordinated through the Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD, created December 2024) alongside Bangsamoro agencies — that has to resolve land ownership, resettlement-site planning, and heritage/mosque reconstruction before routine CLUP zoning can fully apply to that part of the city. Component LGUs elsewhere in the province plan primarily around rice, corn, and coconut agriculture and traditional Maranao weaving and metalwork livelihoods.

Lanao del Sur is a distinctive Nova Gov case: a province where land-use planning has to coordinate a live post-conflict reconstruction zone (Marawi's 'Ground Zero,' under Task Force Bangon Marawi) with a national hydropower watershed (Lake Lanao / Agus complex) and a devolved Bangsamoro planning authority (MHSD) rather than DHSUD directly. A coordination layer that can track multiple planning authorities and a reconstruction timeline alongside standard CLUP status is exactly the multi-jurisdiction overlay AIOS is built for.
Lanao del Sur is coordinating Marawi's post-siege rebuild, Lake Lanao watershed rules, and standard municipal CLUPs at the same time, across a BARMM planning structure most national tools weren't built for.
