Urban planning context

Teresa is the smallest of Rizal's lakeshore-corridor municipalities by both population (64,072 in the 2020 Census) and land area (18.61 km²), sitting between the larger urbanized towns of Antipolo and Morong. Named after Doña Teresa Candelaria, it was annexed to Antipolo in 1903 before being chartered as its own municipality in 1919. Compared to its bigger, more commercially developed neighbors, Teresa remains a smaller residential and agricultural town, without the same scale of manufacturing or commercial corridor development seen in Taytay or Cainta. Its planning questions are more typical of a small Rizal municipality absorbing gradual residential spillover: keeping pace with subdivision growth pushing outward from the larger neighboring towns, and managing zoning for a town whose land area leaves little room for large-scale industrial or commercial development even if demand for it grows.
