San Fernando City serves as both the capital of Pampanga and the regional center of Central Luzon, hosting the provincial capitol and regional line-agency offices alongside major retail anchors like SM City Pampanga, the first SM Supermall in Central Luzon, and Robinsons Starmills. The city is best known outside the region as the "Christmas Capital of the Philippines," home to the more than 111-year-old Giant Lantern Festival, or Ligligan Parul, a tradition that continued even through the disaster years following Mount Pinatubo's 1991 eruption.

That 1991 eruption left a lasting mark on the city's planning history: lahar flows damaged the barangays of Sto. Niño, San Juan, San Pedro Cutud, and Magliman, and a further lahar-laden flood arrived with Typhoon Sibyl in October 1995, with 1991 business losses alone estimated at roughly ₱454 million. The city responded by building the St. Ferdinand People's Dike and the Pampanga Megadike, completed in 1996, which continue to protect the city today. San Fernando's population grew from 354,666 in the 2020 Census to 377,534 in the 2024 Census.
Officials managing San Fernando's lahar-legacy flood infrastructure can compare notes with other Central Luzon cities in the LGU directory. Planning teams evaluating digital compliance tools can explore the pilot program or schedule a consultation.

San Fernando has to keep three decades of lahar-driven flood infrastructure current alongside its role as Central Luzon's regional government seat, a picture that spans hazard mapping, zoning, and multi-agency coordination. Nova Gov's platform is built for exactly this kind of cross-department coordination, and the pilot program is designed to help planning offices bring hazard overlays and land-use records into one place.
Three decades after Pinatubo, San Fernando's Megadike still protects the city from lahar-driven flooding. See how a founding pilot could line up that infrastructure with zoning and permitting records ahead of the next monsoon season.
