Yes. Muntinlupa City is a highly urbanized city in Metro Manila, officially the National Capital Region (NCR).
Muntinlupa City is in the Fourth District of the National Capital Region, also known as the Southern Manila District, together with Las Piñas, Makati, Parañaque, Pasay, Pateros and Taguig. The Philippine Statistics Authority groups Metro Manila's cities and its one municipality into four such districts. They are a statistical and administrative grouping, not congressional districts.
Muntinlupa City had 552,225 residents in the 2024 census (PSA 2024 Census of Population (POPCEN 2024), reference date July 1, 2024). That is the most recent official count. There is no 2026 census result, so any 2026 population figure is an estimate.
Muntinlupa City covers 39.75 km², per the PSA Philippine Statistical Yearbook figure used on this page.
Muntinlupa City has 9 barangays.
Muntinlupa has the fewest barangays of any city in NCR — just 9, spread across 39.75 km², compared to hundreds in cities a fraction of its size. That structure puts a wide range of land uses inside each barangay's boundary, from the Filinvest City / Alabang business district in the north to lower-density lakeshore communities in the south. Eight of the city's 9 barangays — Putatan, Bayanan, Sucat, Tunasan, Buli, Cupang, Alabang, and Poblacion — front Laguna de Bay, and the Laguna Lake Development Authority treats 12.50 meters above mean sea level as the lake's critical flood threshold. In July 2025 the lake breached that level, reaching 12.51 meters and triggering evacuations across most of the lakeshore barangays under a state of calamity, driven by amihan winds pushing lake water toward shore even without heavy local rain. The city also sits on PHIVOLCS' mapped path of the West Valley Fault, alongside Quezon City, Makati, Marikina, Pasig, and Taguig.
Key industries: BPO + IT, Corporate headquarters, Retail, Automotive dealerships
Filinvest City in Alabang anchors Muntinlupa's modern economy — home to Northgate Cyberzone, a PEZA-registered IT park that hosts BPO and technology firms, alongside corporate headquarters, retail centers like Festival Mall and Alabang Town Center, and a cluster of major automotive dealerships, all connected to the rest of Luzon via SLEX, Skyway, and the Muntinlupa-Cavite Expressway. Muntinlupa's population grew from 543,445 in the 2020 Census to 552,225 in 2024.
Officials managing shared lakeshore and fault-line exposure can compare notes with neighboring Taguig City in the LGU directory. Planning teams evaluating digital compliance tools can explore the pilot program or schedule a consultation.

With only 9 barangays covering everything from a modern BPO district to lakeshore communities that flood from wind alone, Muntinlupa's planning office has to manage an unusually wide range of land use and hazard conditions inside each administrative boundary. Nova Gov's platform is designed to help a planning office this structurally varied keep zoning and hazard data organized at a finer grain than the barangay count alone would suggest.
From Filinvest City's BPO towers to lakeshore barangays that flood from wind alone, Muntinlupa's 9 barangays cover more ground and more variety than almost any other NCR city. See how a pilot would help keep that range of land use and hazard data organized.
