Urban planning context

Montalban carried the name “Rodriguez” from 1982 until 2022, when Republic Act No. 11812 renamed the Municipality of Rodriguez back to the Municipality of Montalban, repealing the 1982 renaming law. Both names are still in wide use — PSA's own geographic code list and most search traffic still refer to it as “Rodriguez, Rizal,” while the municipal government's own site now brands as Montalban. With 443,954 residents (2020 Census) across just 11 barangays, it is the most populous municipality in Rizal province and one of the largest in the country by that count. Montalban's real planning story is disaster and hazard management: it sits directly in the Marikina River watershed at the edge of the Sierra Madre, and was among the hardest-hit municipalities in Metro Manila's periphery during Typhoon Ondoy (2009) and Typhoon Ulysses/Vamco (2020). Quarrying activity along its upland barangays is a recurring local land-use concern, and its CLUP has to address flood- and landslide-hazard overlays, informal settlements in hazard-prone riverside areas, and balancing quarry operations against watershed protection — the kind of disaster-risk planning work that sits at the center of what CLUP compliance is meant to solve.
