Urban planning context

Cavite City is a small, historically dense component city built on a peninsula jutting into Manila Bay, functioning as the Philippines' primary naval and maritime gateway for over three centuries. The Spanish Cavite Arsenal shipyard here built galleons for the Manila–Acapulco trade as early as 1609–1616, launching the Espíritu Santo and San Miguel. A military uprising at that same arsenal in 1872 is still commemorated on the city's own seal. The US Navy held Sangley Point as a naval station until turning it over to the Philippine government in 1971; it is now Danilo Atienza Air Base, with a civilian terminal at Sangley Point Airport operating since 2020. Naval Base Cavite still occupies roughly half of the old walled port — including Fort San Felipe — closed to the public.

At just 10.89 km² across 84 barangays, Cavite City is one of the smallest and most densely built cities in the province that shares its name, and its land-use planning is almost entirely about a fixed, already-built peninsula rather than greenfield growth.

How Nova Gov fits Cavite City

Cavite City is part of Nova Gov's CLUP compliance coverage (RA 7160 / EO 72 / DHSUD). With almost no undeveloped land left inside a fixed peninsula, the planning office's work is dominated by reclassification, zoning-variance, and heritage/military-easement questions rather than new subdivision approval — exactly the kind of narrow, high-stakes case tracking Nova Gov's tooling is built for. Citizens use Nova Citizen for daily LGU interactions; officials use the Nova Gov dashboard for the upstream coordination.
