Nova Gov is pre-pilot software for Philippine LGUs and the planning consultancies that serve them. No LGU is using it in production yet, and most of what is listed below is not live. Every card carries a status tag, so you can see what exists before you book a call. Apart from the earthquake and weather alerts shown in the separate Nova Citizen app, no agency data feed is connected, and the "Would use" lines show the data a build would need, not data we have.
If something marked Build together or Not built matters to your office, bring it to a free 30-minute workflow call. You get a written scope and a fixed quote for custom work, or a plain answer that it is not a fit. The Founding Partner program is free for the first year (details). Public reference pages: provinces and cities and municipalities.
Live: Nova Gov's own CLUP requirements checklist (20 sections, 5 supporting studies, drawn from the HLURB CLUP Guidebook maintained by DHSUD) in the CLUP checker. The public version shows the requirements list only; validation and analysis need a pilot login. Also live: a directory of posted municipal CLUP documents and adoption records for Laguna, Cavite and Rizal.
Demo: a zone-conflict check, on sample data.
Pilot: AI narrative analysis of a CLUP draft, behind a pilot login. No LGU is using it yet.
Not built: rezoning scenario modeling.
Pilot: AI tools for CLUP insight and policy briefs, behind a pilot login. No LGU is using them yet, and their output is a draft for a licensed planner to check against the source.
Build together: loading your own ordinances and local plans so it can answer from them.
Build together: a dashboard or report built from your own list of candidate sites and informal settler family (ISF) records, organized by barangay, for housing and relocation planning under RA 7279 (Urban Development and Housing Act).
Not built: automatic site suitability scoring, displacement-risk analysis, and any link to NHA records.
Build together: summaries of barangay assembly and public hearing inputs that your office gives us as text or documents.
Language coverage (Filipino, Cebuano, Ilocano, Hiligaynon and others) is not established. We would test on a sample of your own documents before promising any.
Live, in the separate Nova Citizen app: USGS earthquake bulletins and weather and storm alerts appear in the same list as resident-reported incidents. This is a resident-facing app, not a hazard layer inside an LGU office tool.
Demo: the hazard map runs on sample data for four LGUs.
Build together: hazard overlays from PHIVOLCS, MGB and PAGASA on a barangay map. This needs map-data loading that does not exist yet. Until then, the hazard map guide shows which official source to use.
Live, in the separate Nova Citizen app: residents see USGS earthquake bulletins and weather and storm alerts next to nearby incident reports.
Build together: a register of your evacuation centers and their capacity against barangay population, including barangays that have none, built from your own list.
Not built: evacuation route modeling against flood data.
Live: a Disaster Preparedness self-check, one of the ten SGLG governance areas in RA 11292 Sec. 7.
Pilot: an SGLG readiness scorer, behind a pilot login. No LGU is using it yet.
Build together: gap reports and corrective action plans written around your own DRRM records. Check dilg.gov.ph for the current SGLG cycle before relying on any score.
Not built. A planned idea, not a working feature: using crash records and road data to find where motorcycle crashes cluster and which road treatments to consider. No model, data pipeline or road-data connection exists today.
Not built. A planned idea: mapping where speeding is habitual and at what times, to inform speed zones and signage. No model or speed-data source exists today.
Not built. A planned idea: using road geometry and sight-distance data to suggest where warning signs, crossings and barriers could go. No such analysis exists today, and any placement would still need an engineer's sign-off.
Not built. Nothing exists today: no crime model, no police-data connection, no patrol-route or CCTV planning.
Not built. A planned idea: comparing school capacity with child population by barangay. No school or enrollment data is connected, and dropout-risk prediction does not exist.
Not built. A planned view of socialized housing sites and settlements for relocation planning under RA 7279. Nothing in this card exists today, and Nova Gov has no connection to DSWD, NHA or 4Ps systems.
Not built. A planned idea: comparing route, traffic and road-network data to find connectivity gaps. No route, ridership or traffic data is ingested today, and there is no live feed.
Pilot: an SGLG readiness scorer and LGU dashboard, behind a pilot login. No LGU is using them yet. RA 11292 sets ten governance areas (Sec. 7), and an LGU has to pass all of them to receive the seal (Sec. 8).
Build together: tracking your evidence against each indicator over time, and corrective-action lists written around your records.
Build together: a searchable archive of the ordinances and resolutions your sanggunian secretariat gives us as PDFs. Scanned or handwritten pages need our human-led document digitization first.
Not built: any connection to a legislative database.
Not built. A planned comparison of an LGU's Local Development Investment Program against infrastructure gaps and budget lines. It does not generate budget proposals today. For now, see the Comprehensive Development Plan guide.
