What is NovaGovAI?

NovaGovAI is the AI operating system for Philippine local government units (LGUs), built by Zentarai Labs LLC. Nova Citizen is the resident app. A CLUP pre-submission checklist is live today. The LGU dashboard (CLUP work, citizen-report routing, urban planning decision support, SGLG evidence collection) is being built for LGU offices and is shown on sample data until an LGU pilots it.

Who builds NovaGovAI?

NovaGovAI is built by Zentarai Labs LLC (Florida) with engineering and operations based in the Philippines. Founded 2025 by Landon Little.

What is CLUP compliance under RA 7160?

Under Republic Act 7160 (the Local Government Code of 1991), LGUs continue to prepare comprehensive land use plans enacted through zoning ordinances (Sec. 20(c)). The sanggunian adopts the plan (Sec. 447 for municipalities, Sec. 458 for cities), and the sangguniang panlalawigan reviews the plans and zoning ordinances of component cities and municipalities (Sec. 468). Executive Order No. 72 (s. 1993) sets the review and approval routing, which depends on the type of LGU. NovaGovAI's CLUP pre-submission checklist is Nova Gov's own, derived from the HLURB CLUP Guidebook 2013-2014 maintained by DHSUD. It helps an office prepare its documents. It does not replace the official review.

Does Nova Gov build custom software for planning offices and planning consultancies?

Yes, as scoped custom builds around an office's or firm's own workflow and data, for example data-request trackers, CLUP milestone trackers, sectoral-study templates, map QA, review portals, and the dashboards and reports you specify. It starts with a free 30-minute workflow call, then a written scope and fixed quote. Nova Gov does not prepare or sign plans, because planning services are reserved to registered and licensed environmental planners under RA 10587.
